Fragrance allergens: What perfume brands need to know since July 2026
New labelling requirements
Regulation (EU) 2023/1545 expanded the individual labelling of fragrance allergens in cosmetic products. Since 31 July 2026, products that do not meet the new requirements may no longer be newly placed on the EU market. Products already placed on the market before that date and compliant with the previous requirements benefit from a transition period for further supply until 31 July 2028. The distinction between first placing a product on the market and its subsequent distribution matters.
From fragrance oil to finished packaging
For a perfume brand, the review starts with up-to-date raw material and fragrance oil documentation. The required labelling depends on the finished cosmetic product, its composition and the applicable thresholds. Documentation for the undiluted fragrance oil therefore needs to be reviewed before it can inform the final ingredient list.
Align the documents before printing
Formula version, dosage, ingredient list and label artwork should be reviewed together. This supports the handover to the responsible person and the safety assessment. An approved fragrance sample alone does not replace these steps.
