Home fragrance: Why a UFI alone is not a completed notification
Assess the finished mixture
In a home fragrance project, distinguish between the fragrance oil and the finished product for sale. The PCN requirement depends in particular on whether the relevant mixture is classified for health or physical hazards. A classification solely for environmental hazards does not automatically trigger this requirement.
Connect the UFI to the notification
Generating a UFI and printing it on the label are not sufficient on their own. For products subject to notification, the code must be linked to the required information in a submission to the relevant authorities. ECHA explicitly explains this connection.
Plan for changes
Agree the product name, formula, use and countries of sale before launch. When changes occur, assess whether the notification needs updating and whether a new UFI is required. This keeps the product and its supporting information linked and traceable.
